Apparently from all the news sources (I tried to look for the most convincing looking ones as there are a lot of people just mix up everything...lol), that there were 2 other incidents of LEGO man:
2007 - Zanvoort, Holland
2008 - London, England
Publicity stunt? Artist's stunt? Well...I don't care...it is just cool to have a huge LEGO man on the beach and be consistent of letting it float around every year or so. Ego Leonard "No real than you are", great job, by the way...did you notice his initial can be L.Ego?
